MOFCOM held the conference of warning, education and mobilization

On the morning of January 5, the CPC Leadership Group of MOFCOM and the Discipline Inspection and Supervision Office of the CPC Central Commission for Discipline Inspection and the National Commission of Supervision at MOFCOM jointly held a meeting of warning, education and mobilization to launch a one-month warning and education campaign of "rectification using cases". Secretary of the CPC Leadership Group of MOFCOM and Minister of Commerce Wang Wentao and all members of the CPC Leadership Group of MOFCOM attended the meeting. The meeting was chaired by Mr Yu Jianhua, Deputy Secretary of the CPC Leadership Group, Vice Minister, Deputy China International Trade Representative and Secretary of the CPC Committee of MOFCOM.

Wang said that the purpose to hold a ministry-wide conference of warning and education at the beginning of the new year is to follow through President Xi Jinping and the CPC Central Committee’s guidance on the strict Party self-governance, resolutely implement the instructions and requirements of the CPC Central Commission for Discipline Inspection, and strive to enhance the robustness of the Party leadership at MOFCOM and the firmness in beliefs of its contingent of cadres, so as to provide strong disciplinary and organizational support for the high-quality commercial development and the building of the new development paradigm.

Wang stressed the need to sound alarm bells through real cases and to maintain political sobriety. “One should be fully aware of whatever matters most to the country”. We should always align ourselves to the essential guidance of the CPC Central Committee, remain highly consistent with the CPC Central Committee with President Xi as its core, incisively study and implement the spirit of the Fifth Plenary Session of the 19th Party Congress and President Xi’s important remarks on the warning and education campaign, and act in accordance with the requirements on the campaign set by the Working Committee of the Central and State Organs. We should draw on lessons from the negative cases, stick to a problem-oriented approach, intensify the anti-corruption efforts so that officials dare not, cannot and do not want to be corrupt, and double down on building political organs in a more rigorous and effective manner.

Wang stressed the importance of using cases to maintain strict discipline and going deep in identifying deficiencies. “It is imperative to have an in-depth understanding of the precise judgment of the CPC Central Committee on the fight against corruption, and on the situations and tasks of improving Party conduct and integrity at MOFCOM. Deficiencies in making officials dare not, cannot, and do not want to disobey disciplines should be identified incisively. Momentous efforts should be made to enhance awareness of Party disciplines and law, ensure enforcement, and enable self-consciousness. Due responsibilities should be fulfilled at all levels with consistently strong measures.”

Wang highlighted the requirement to push forward rectification using cases, as well as self-supervision and self-discipline. “Leading officials should assume full responsibility in a more effective manner; they should make their list of responsibilities a list of objectives and outcomes, focus on education to encourage effective measures, use effective tools to strengthen management, and yield results through effective supervision. Special-task supervision should be more in-depth, in terms of political supervision, daily supervision, case handling, and rectification using cases. Details should be emphasized throughout the instruction and supervision process of relevant departments, specifically in planning, rectification, and supervision. These must-do items will ensure effective implementation of the major decisions and instruction of the CPC Central Committee, and primary-level Party branches will be improved and reinforced in all respects.”

Tu Gengxin, member of the MOFCOM Party leadership group and head of the discipline inspection and supervision group of the CPC Central Committee for Discipline Inspection and the National Commission of Supervision at MOFCOM, named and shamed typical violations of Party discipline and law identified by the group and MOFCOM over the past year. He offered insights into the root causes of the violations from the perspectives of ideals and beliefs, political ecosystem, institutional restraints, and supervision and management. Tu also asked officials to take themselves, their work, and their responsibilities into consideration, and seriously introspect, learn from the lessons, and receive the warning from the bottom of heart, so as to refresh the mind and the respect to law and discipline.

The meeting required all departments to immediately start mobilizing and conveying the guidelines of the meeting to everyone, in order to render the situation so alarming as if “the enemy were at the gate”. All departments should meet the requirements of the Central and State Organs Work Committee and come up with detailed work plans to learn theories, dissect cases, conduct self-examination and rectification, and heighten intra-Party political life throughout the whole process of warning and education, so that political awareness, institutions, conducts, and day-to-day supervision could be improved.

Also attending the meeting were officials at or above the division director-level, people in charge of the Youth League branches, and Party member delegates of MOFCOM departments; leaders of directly affiliated public institutions, associations, and institutes located in Beijing; leaders of the Party and discipline inspection branches of the China World Trade Center; and officials from the discipline inspection and supervision group at MOFCOM.
