On October 9, Vice Minister of Commerce and Deputy China International Trade Representative Wang Shouwen attended and addressed the Mobilization and Deployment Conference on Beijing's Implementation of the Guiding Principles of General Secretary Xi Jinping's Remarks at the CIFTIS and on the Development of a National Integrated Demonstration Zone for Greater Openness in the Services Sector and the China (Beijing) Pilot Free Trade Zone (PFTZ).

Wang Shouwen said, the important remarks of General Secretary Xi Jinping demonstrated China's confidence and resolve in resolutely advancing reform and opening-up, as well as China's wisdom and sense of responsibility in promoting world economic recovery. MOFCOM will study and implement in real earnest the guiding principles of General Secretary Xi's remarks at the CIFTIS, and turn what we learn into a powerful driving force for future advances.

Wang Shouwen pointed out that greater openness in the services sector is needed and of great significance in securing a decisive victory in building a moderately prosperous society in all aspects, cultivating new strengths for international cooperation and competition, and building a new development paradigm. MOFCOM will work with Beijing and relevant departments to do a good job in developing a national integrated demonstration zone for greater openness in the services sector, step up pioneering efforts in pursuing all-dimensional, high-standard and deepened opening-up, explore more replicable and scalable practices and give better play to Beijing's leading role in the opening up of China's services sector.

Wang Shouwen pointed out that developing PFTZs is an important strategic move of the CPC Central Committee with Comrade Xi Jinping at its core to advance reform and opening up in the new era. It is of great significance for expanding opening up to the outside world, comprehensively deepening reform and putting in practice the new development philosophy. MOFCOM will work with Beijing and relevant departments to support the China (Beijing) PFTZ in facilitating the smooth flow of factors, generating new momentum, reinvigorating development and fostering new advantages for the sake of solid progress in high-quality development.

Attending the conference were principal and relevant officials of the CPC Beijing Municipal Committee and the People's Government of Beijing Municipality, officials in charge of Beijing’s committees, offices, bureaus and districts, as well as officials in charge of relevant departments and bureaus at MOFCOM. Officials in charge of some departments of the CPC Central Committee and the State Council were invited to the conference.

Building a national integrated demonstration zone for greater openness in the services sector is the latest plan of the CPC Central Committee and the State Council for opening up the services sector in Beijing. Previously, the State Council has approved three rounds of comprehensive pilot programs for greater openness in Beijing’s services sector, and positive results have been achieved. The development of an integrated demonstration zone marks a new stage in fully upgrading the comprehensive pilot programs. Officially opened on September 24, the China (Beijing) PFTZ is one of the latest batch of PFTZs established in China. At present, 21 PFTZs have been set up in China, forming a new pattern of all-round opening-up covering the east, west, north, south and central regions.
